Emerging Business Program
History
It is the policy of the NFL that minority and woman-owned businesses (MWOB) have the maximum opportunity to participate in the Super Bowl business procurement process. The NFL adopted a formal Minority Business Development program in 1994 to provide increased procurement and business opportunities for these businesses, of all sizes, interested in pursuing business contracts surrounding the Super Bowl.

Mission
To promote and facilitate economic opportunity for qualified and certified Michigan MWOB through procurement contracts with the Detroit Super Bowl XL Host Committee, the NFL and its affiliates, SBXL corporate sponsors and special events coordinators.
Objectives
- To maximize and inform the Michigan MWOB communities of opportunities available surrounding SBXL
- To serve as the conduit between Michigan MWOB, the NFL and its affiliates and corporate sponsors
- To create on-going business opportunities for Michigan ’s MWOB before and beyond SBXL (such as the 2005 Major League All Star Game, the 2007 NCAA Men’s Basketball Regional and the 2009 NCAA Men’s Final Four)
- The Host Committee realizes that not all interested MWOB will receive contracts or work related to SBXL, however, it is intended for these entities to receive an education in the large event procurement process, an introduction to potential partners and exposure to other procurement opportunities
Primary Program Components
- The SBXL Emerging Business Program defines a Michigan MWOB as a for-profit business, regardless of size, physically located in the state of Michigan. This business must be owned, operated and controlled by minority or woman group members. “Ownership” by a minority or woman means the business is at least 51% owned by such group or individual. Additionally, the minority or woman group members or individual must control the management and daily business operations.
- The SBXL Vendor Workshop Series is designed to introduce the Michigan MWOB community to the NFL, to educate this community about doing SBXL business and to keep the general public informed of the programs and processes.
- The SBXL Business Resource Guide is a listing of qualified Michigan MWOB covering a wide array of products and services. The initial guide will be distributed to procurement entities involved with SBXL and an on-line version will be updated regularly as new MWOB join the program.
- The SBXL Minority Matchmaking Program will match qualified Michigan MWOB with various hiring/contracting entities, assist in locating qualified MWOB and make referrals. The program also will work with participating MWB in responding to and completing Requests for Proposals, scheduling appointments, and assisting in the creation of joint ventures and other partnerships.
- The SBXL Hotel Merchandising Program will provide qualified Michigan MWOB vendors the opportunity to sell licensed SBXL products in area hotels. Selected vendors will be required to participate in a specific training program.
- The SBXL Licensing Program will work with the NFL to issue special Super Bowl licenses for unique, high-quality products. These licenses are offered to qualified Michigan MWOB at a reduced cost and the NFL then assists the selected licensees by seeking various channels of distribution for their products. These licenses are good only for SBXL and expire in March 2006.
